Can I delete the "Powered by Blogger" attribution?

Yes. In the Layout section, some themes allow you to click "Edit" on the Attribution gadget and remove it. For other themes, you may need to add a small CSS code (#Attribution1 {display:none;}) in the Theme > Customize > Advanced > Add CSS section.
